A friend asked me if there was a way to recover a few specific emails from her Outlook 2007
from about 2-3yrs ago. Does anyone know of this being possible?

Thank you for your help and time.

The email would be in her pst file. The pst file contains all the emails, calendar events, tasks, etc. If she has the pst file, she can point an Outlook application to that file to open it and read the emails.

If she doesn't have the pst file, there's no way to retrieve the emails.

Ok, right, she has the pst file. This is an active outlook email account.
The emails in question have been "permanently" deleted out of the deleted items folder though.
    How can she find those?

I don't know of a way to undelete permanently deleted emails.

If you can find an archived backup from a time before the email was permanently deleted, that would work.
