Well, it seems to be a "User" thing. I always have to consciously select
"Delete" and then answer an "Are you sure you want to permanently delete
this item" question. If I say yes it is my fault, not a "Nasty little
feature", it simply is the operating system doing what I asked it to do?

Check the groups you post to - know your audience. ;-)

In Windows XP - somehow selecting to delete a file on a network share brings
up no mention of the word permanent (shift or no shift key press.)

In Windows Vista - somehow selecting to delete a file on a network share
always mentions the word permanent (shift or no shift key press.)

That is not to say there are not settings you can use to turn off the
    confirmation completely...

To prevent delete confirmation messages from appearing (Windows XP/Vista)

    1. On the desktop, right-click Recycle Bin, and then click Properties.
    2. Clear the Display delete confirmation dialog check box.

But you do so at your own peril.
