In previous versions there was a NewTabURL setting in about:config, but it doesn't appear to be there now.

Has the name of the setting changed, or am I stuck with the default options for a new tab page?

No you are not when you open a new tab in the upper right corner there is a cogwheel.

Click that and then take all of the Check Marks out and click Done.

This took care of it for me.

No, this is what I meant when I said 'stuck with the default options'. In older versions you could tell a new tab to open with a specified URL, via the about:config.

Is there any add ons for 57.0 yet, of the tab override variety? The current ones appear to be incompatible.

See if this helps here is a link for New Tab Override (WebExtension)

From what I have been reading that they did remove that feature due to it was being used to hijack and malware. Hopefully the above link will get you where you want to be.

    Thanks, @Rustys, I'll take a look.

[edit] Great. That did the job! Please mark as solved. I don't appear to have that option.
