So, recently I decided to build my own computer, as a video editing rig, that can also side as a gaming computer. I built everything by the instructions provided by each of the manufacturers I purchased from. My specs are:
    ASRock B450 Pro4
    Radeon RX 570 8GB
    AMD Ryzen 5 3600xt
    8x2 GB corsair ddr4 3000mhz RAM
    EVGA 600B PSU

Problem being, I turn the computer on, all the fans spin, including CPU and sometimes GPU, but it runs for 30 seconds, no image on a screen, then turns off for 3-4 seconds, then turns back on and repeats the process? It's my first time building a computer, so I just wonder if I got a faulty part, and if so which part? (I already replaced the CPU as I suspected it might be faulty, because when the computer is turned on with no CPU it stays on.. still no image but it runs for however long until you turn it off?)

Make and model of the power supply?

    Is anything overclocked?

Do you hear any beeps coming (if the motherboard has a speaker) the system?

Noticed a lot of these motherboards coming up on forums having the same issues.

Depending on the socket and Chipset you may need to update the BIOS for the motherboard to support that CPU
    http://www.asrock.com/MB/AMD/B450 Pro4/#CPU

How much CPU paste did you use?
Did any of it come out over the sides?
Did you remove the plastic cover form the CPU and the Heat-sink?

You did make sure that the RAM was in the proper slots?

Honesty if you are planning on doing video editing you will want to have 16 to 32 GB RAM.

Note that cases are designed to support 1000s of different motherboards. So, it is common for cases to have more motherboard mounting points than boards have mounting holes. And while the ATX Form Factor standard dictates where motherboard mounting holes “can” be on motherboards, it does not dictate where they “will” be. So, one board may have a mounting hole in a specific place while another may not.

A common mistake by the less experienced and distracted pros alike is to insert one or more extra standoff in the case under the motherboard. Any extra standoff creates the potential for an electrical “short” in one or more circuits. The result ranges from "nothing" happening (everything works perfectly) to odd "intermittent” problems to "nothing" (as in nothing works at all :(). So, you might want to verify you only inserted a standoff where there is a corresponding motherboard mounting hole.

So, I have a EVGA 600B (Bronze) Power supply, and it seems to be powering everything just fine, so not too worried about said supply, the system has no built in speakers sadly, as that's something that would be helpful as of now. RAM is correctly inserted into the 2 and 4 slots. The heat sink and CPU came pre loaded with a thermal paste pad.. as most AMD Ryzen series CPU's do now days, at least when they're brand new.

Also, how would I update the BIOS without being able to actually turn on the PC and see a image ETC? It could easily be that.

Im not sure, I think the standoff is in the correct places.. but there was nothing removable in the case when I first got it in the mother board area.. the case is ATX compatable (Which is what the ASRock b450 pro4 is)

Remove the video and see what happens when you try an onboard video output.

Same things happens.. only thing is when I remove the CPU it runs fine. Still no image but it stays running at least.. im starting to wonder if its not a BIOS or motherboard related issue.

You need to be sure. That means you need to pull the board and verify you only inserted a standoff where there is a corresponding motherboard mounting hole.

If me, since you have to pull the board anyway, I would assemble the components on a wooden bread board or large piece of plain cardboard and see if it boots outside the case.

Ditto on trying the board outside of the case.

With the AMD CPU not all support on board video. The ones that do will have a G or GE after the number.

When you have the system assembled out of the case and if it post then just follow the instructions under how to update.

If a standoff is in the wrong place, wouldn't that harm the motherboard anyway, therefore it wouldn't post even bread boarding it now?

Though call. I can image a board getting thru POST, but still have issues related to something that once shorted to ground via a misplaced standoff.

Okay so, I decided to bread board it, and when unscrewing one of the screws, it wouldnt come off. I ended up taking a sharp screw driver to the back side to knock it out, but the entire unit of the screw (Including the cylinder it screws into) came off with it. If that's a standoff I apologize but I have little knowledge about it. Also I came out with the same result as the last times, 30 seconds running, turn off, turn back on..

That little piece that the screw goes into is called a standoff. It allow the board to 'stand off' of the chassis.

Gotcha. Yea I got the same result.. considering getting a ASRock B450 Steel Series.. I have a buddy who has a B450 Pro4 (Same as my current), so I am gonna switch out my hardware, as in test my GPU, CPU, and RAM, to make sure they're all working. We're also gonna try his PSU to make sure its not a PSU issue.

will do! I want to ask, do you know if the raedon 570 RX 8gb is compatible with the steel series? Or where I can find that info

Of course it is. The only differentiation would be a particular model with your particular BIOS that you are running on your B450. You'll be fine.
