My friend dropped her IPhone 7 in water and she has it working again but now she can send but not get texts from Android users. How can it be fixed?

How long was it in the water?
    How Deep?
How have you validated that it just Android users?

Take the phone to a service center they would best be able to diagnose the phone and give you option on repair it.

They say that you can get a bag of uncooked rice and remove the battery (I do not know if that can be remove) and submerge it in the uncooked rice for a few days. Suppose to pull all the moisture out.

Press and hold the on / off button.
Press and hold the home button.
Do this until the screen goes out and displays the Apple logo again.
