It seems the fix was successful ...... file replaced :)

Ok, I've been looking into this.
Seems there's a few things to help fix it ..... but there was also a glitch in the early Win10 OS that caused this.
How long has this been happening? ( knowing that may point to which fix we try )

You just caught me before I hit the sack :)

Ok, let's go with the Win10 cause.....

Fast startup (aka: hiberboot, hybrid boot, or hybrid shutdown) is turned on by default in Windows 10 and is a setting that helps your PC start up faster after shutdown.
This has caused a few problems on some systems.

    Note:
The fast startup setting doesn’t apply to Restart. You need to shut down and then start your PC again for fast startup to take effect.

Let's try turning off the Fast Start.
    • Click Search (the spyglass) and type in Control Panel.
    • Select the top entry in the list (Control Panel Desktop app )
    • Click on Power Options.
    • Click on the Choose what the power buttons do link on the left side.

    • Click on the Change settings that are currently unavailable link at the top

      5ceeb43f732fc8477f2da4c395caa808.jpg

    • If prompted by UAC, click on Yes.
    • Under Shutdown settings, uncheck the Turn on fast startup box, then click on the Save changes button

See if this cures the problem.

    Hi Hamlap,

Ok, that's ruled out one thing....... let's move on to the next.

Let's see if a 3rd party program is causing the problem..... by performing a Clean Boot.

    • On your keyboard press the Windows key + R key at the same time
    • Type Msconfig in the run window, then click on OK.
    • Tick Selective Start-up
    • Remove the tick from Load Startup Items
    • Now click on the Services tab
    • Check “Hide all Microsoft Services” and then click on Disable All
    • Click on Apply and then on OK.

A message will appear that you need to restart your system, do this, you will notice that in many cases Windows will boot a lot faster. This is normal since many services that used to run before now, no longer run.

    Note:
Just be sure to hide all Microsoft services before you use the Disable All button. Otherwise, you may encounter boot up errors when you reboot your PC.
When you reboot, you may get messages that certain hardware and software are not unavailable. This is normal.

    How to Disable Clean Boot?
    • On your keyboard press the Windows key + R key at the same time
    • Type Msconfig in the run window, then click on OK.
    • On the General tab, click the Normal Startup option.
    • Click the Services tab, clear the check box beside Hide all Microsoft services, and click Enable all.
    • Click the Startup tab, and then click Open Task Manager.
    • In task manager, enable all of your startup programs, and then click OK.
    • When you are prompted to restart the computer, click Restart.

    Hi Hamlap,

If you mean that the shutdown problem is fixed when running the clean boot... it confirms that the issue is with one of the 3rd party programs.
Now you have to find out which one it is.
You will need to follow the instructions back to MsConfig and then you'll have to re-enable the programs one at a time.
Try shutting down in between starting each program until you find the one that is causing the issue.
It's a case of trial and error I'm afraid but it's the only way.
Once you find the problem program.... see if there's an update or possibly any new drivers ( if required) if that doesn't fix it, the only answer will be to uninstall that program.
