I'm currently playing Tropico 4 on a ATI Radeon HD 5450, but the graphics are no where near as good as in this video.

Is this just down to my card, or is it some settings I need to change somewhere?

You have been told over and over here

that you need to buy better hardware components. The advice given is first class.
No, there is no magic setting or button to press to get the quality of that video, you know that.
Unless you buy the necessary hardware then your stuck with what you have got.
    Happy Gaming. :)

As it happens, I'd missed a 'visuals' tab in the game itself, and many of the settings in there were set to low. I just upped everything to 'high' and it looks like the video now.

Albert a poor quality psu and inadequate video card, a card not made for what you are trying to use it for are the culprits.
It doesn't have to cost that much to update your system and your system is fine for most functions, just not demanding functions like gaming. Adding a 750 GTX Ti can be done for $100 and I believe for $50 we can come up with a better quality psu and then you will see a substantial difference in overall performance of your pc.

Either one of these would be fine.

But the game runs just fine, even with the game's graphics upped to the max.

The reason it looked so poor when I first started playing wasn't anything to do with poor performance, it was because the graphics were set to low and medium.

I do accept, though, that if I want to play anything more demanding than Tropico 4, I'll need to upgrade.
