I know a lot of people have had this problem but most of them get it after the logon screen. For me, I'm crippled because the screen starts flickering right after windows loads and proceeds to the logon screen. I see a spinning circle that can never finish 'cause of the constant flashing. Also, when I unplug the laptop battery cord, the screen blacks out and when I plug it back in, it's the same plain blue screen with a circle. The flickering started after I'd been asked to configure the updated OS settings like location and Cortana and stuff, which tells me it was very close to loading to the desktop. Just for the record, I was upgrading from Windows 7.

And btw, I can't boot into safe mode either, thanks to MS' changes. With Win 10, you have to get to the logon screen before you can boot into safe mode.

You should still be able to boot into safe mode with Windows 10.

If the system is unable to load the necessary configuration twice in a row, it will go to the Windows Recovery Environment.
After you reach the Win RE, select Troubleshoot > Advanced Options > Startup Settings > Safe Mode with Networking.
    Restart into Safe Mode.

Once in Safe Mode, follow the directions here How to Fix a Flickering Screen Error in Windows 10

Hello Cindy. Thank you for your reply. I managed to boot into safe mode and I tried disabling those services. The problem persists. I found I had IDT Audio installed and uninstalled it. Nothing has quite worked for me yet. The only difference is that the brightness can be toggled using the keyboard while the screen flickers on (keyboard was unresponsive before) and flickering now starts about 10 seconds later than before and during these 10 seconds, I get the "Please wait" screen. I'm sure there's another incompatible program installed. Finding out which one seems like a daunting task to me. Oh and btw, I tried disabling display adapters too. No luck.

Nope. Not working. I'm going to Windows 7.
