I just bought a pre built PC with a i7-7700 cpu and a RoG Stirik GTX 1070 graphics card and i only get 30 fps or less on CSGO, i have to plug the monitor into the motherboard because the two ports for the graphics card only make the monitor read HDMI Power Saving Mode, can anyone help

Hi and welcome to Computer Help Forums.
This can be caused by Windows Power Saving features.
Under "Power Options" in the control panel set the Monitor (Display) to "Never Sleep"
Power off. Hook up to your Graphics Card, and see if that fixes the issue.

My advice would have been to check out the DVI port, then if it's ok, which it should be, swap HDMI cords try another one. If it still would not work sounds like a bad HDMI port on the GPU or a bad HDMI cord on either end. Has nothing to do with power savings mode or setting the display to never sleep, when an Intel I7 (or i5 or i3) detects a game even in power saving mode it will auto boost to the rated boost frequency. This might help someone else.
