As I was at work, my wife did something to our computer that disabled both my virus software (Norton - I can double click the exe and nothing happens) and the control/alt/delete function (The icon appears in the lower right hand part of the screen but the window does not appear and when I put my cursor over the icon, it goes away). I am operating with Windows XP. Why wouldn't the task manager appear when control/alt/delete is depressed?

    Thanks!

If Norton is disabled and ctrl/alt/dlt then you have a virus/trojan.
Use one of the online scanners to scan for it and clean it. Best to boot in safe mode with networking and do it that way. You could also use the Norton rescue disks if you created them.
You more than likely have something nasty and need to get rid of it.
