    No, it isn't.
    The C end plugs into the laptop but can be used with a C to USB adapter which comes with it.

    My DeskTop Computer has a USB C Port 3.1 on the Back.

    Are all USB C Cables 3.0 or 3.1 and if so do they all thave the same Pin Count?
