Android 10

    I had an Android Tablet I got 2. Years Ago.
    And I got the Hangouts Dialer App.

    And I could make Phone Calls through my WiFi to any Phone.

    Now I just got an Android 10 SmartPhone and I got the App for it.

    I can not use it because it Says it was Made for the Older Android.

    I would like to have a Phone Dialer App so I can Make Calls through my WiFi.

    Does Hangouts have a new Dialer App?

    For most current Android phones, you don't need an app to use WiFi calling.
    Check the Settings in your Phone app. Look under the Advanced section. You'll probably find a setting to enable WiFi calling.

    I do not have Advanced Options.

    I just got the Messenger for Video and Text Calls.
    But I See nothing for making Phone Calls.
    I can use it to Video Call and Text Chat.

    Talk to you carrier - they should be able to help with WiFi calling. From what I understand, calls make on WiFi get billed the same as if the calls were made on regular cell towers. I've also read that WiFi calling may not be as clear as calling using the cell towers. The advantage of WiFi calling comes into play if you don't have access to a cell tower.
